1995 Keyless Entry Problems

I have had countless people tell me that if i have auto locks then the truck came with a remote from the factory.... so i ordered a remote and when i try to program it, it says to ground the ground terminal in the dlc (data link connector) and the locks should lock/unlock within 2 secs but nothing happens.... any ideas guys?
