Brakes Seize Up And A Front End Noise?

I keep on hearing a noise coming from the front of my truck and its makeing a "wub wub wub" noise when im driving and whenever i take a turn while moving 30-40 mph. The noise doesnt happen all the time, it happens every now and then.

 

Also, my brakes seized up while i was driving on pavement. It does this when i go mudding, but not when im on pavement.

 

I took it to our trusted mechanic and he told me it was just my tires making the noise since i had them rotated.
