ok so update i pulled the horn out and water came pouring out so thats what caused it i looked up gm parts direct and its only 35 for a horn so i would rather pay that then have to hassle with the dealership

I installed 4 horns on mine - A, C, D, F notes, like the old Caddies. Sounds great, & wakes moron drivers up nicely.

I plugged mine back in and they worked fine without replacing them. Try that first.
