I have a 95 Sierra 350 tbi which when in drive surgeses when I hold the break at an idle as well once the motor warms up I get a off fluff fluff sound from the passenger side exhaust it's true dual from the headers back has rebuilt heads on it as well with new valves what could be the issue

Welcome to the forum. I apologize for not have having any suggestions. I'll leave this to the pro's. However, if you could possibly capture a sound clip/video of the problem it tends to lead to more possible suggestions.

Have you done a compression check? How about the cam has it been changed? I have had a few of those with bad cam lobes.

Clean out your TB and replace or clean the IAC valve,and unplug the TPS sensor to see if the idle changes,same with the EGR valve while the motor is running push the EGR valve in to see if the idle lowers.
