Vibrations since new rims installed

So to start off I have an 06 silverado with a torsion key leveling kit and recently installed 17x9 rims with 285 tires that I originally had on my stock rims. When they were on the stock I had no issues with any type of vibration. Since the new rims have been installed the steering wheel and seat get vibrations around 80-100 km/h, sometimes it is very noticeable to moderate to nothing at all. On the stock rims sand was used inside the tire to balance and the same with the new rims which have been done twice and still getting the vibrations. I have read a few things that say the wheel may not be hub-centric (I thought this only mattered on 5-lugs or FWD) or it could be now out of alignment which doesnt make sense with just a rim change. Any ideas because I am stuck ?

Sorry for the long reply, it ended up just being a balance issue, apparently the place that did it the first two times didnt know how to do it properly

Likely a balance issue. Do you have a spare tire? you could try putting a spare tire on in place of each wheel, 1 at a time and see if the vibration goes away. this would just help isolate the wheel. It also could be a coincadence and you may have a different problem.
