Four wheel drive not working

I'm having issues with my 99 silverado four wheel drive I've change the transfer case motor and the switch in the dash the actuator in the front is working and I can hear everything switching when I have it on the lift the four wheel drive works as soon as I put it on the ground the front won't pull any suggestions

what is the condition of the oil ?,,,,,

 

verify no codes in the TCCM ,if it still doesnt work after checking that and the fuses ,,,,the t case MAY have to come out and apart

Fluid is all fresh and cleared all codes when I changed the transfer case motor iot changes to four low but the front end won't pull

I would like to jump in on this one, as I am having almost identical issues with mine. Only difference is I have changed the actuator up front, and did not make a difference.
