curt hitch carriage bolt blocks

Recently i installed a new curt class 4 under my Silverado. The carriage bolt blocks, the whole is off set. I installed it accross the width of the frame rail and not length wise. Instructions didn't say how to lay install. I was wondering should they be lenght was to with the frame or thevother way?

I haven't installed mine yet, but it looks like they go in long ways with the frame from my instructions.
