No OBD communication

2006 3500 Silverado 6.6 Duramax-

My OBD reader and my PPE programmer does not establish communication with onboard computer, Seems that onboard ECU is not outputting any communication to whatever is plugged in. Truck runs perfectly. Any ideas what is causing lack of communication?

Check cigarette lighter fuse
