I'll pull my 16 foot trailer with 3 quads on it, plus 4 guys in the truck and some gear in the bed, around 6k pounds total I'd say, and this truck loves to scream, it makes peak torque around like 4-5k rpms if I'm not mistaken

Would a programmer help? As others have said, programming won't help. If you want to maintain speed up the hills the engine needs to downshift as the torque requirement at the rear wheels increases. You can program the engine to downshift less in these situations but that will mean up many hills you will slow down. If you don't want to slow down but want the engine to stay at lower RPM, you need the engine to have more torque at low RPM. The 6.2 will need to downshift noticeably less than the 5.3 and of course a Duramax will need it much less than the 6.2. Bolt-ons, including long-tube headers will help to some extent, but if you want a dramatic difference with your current engine a roots-style blower would take care of it.
