2001 Chevy van expree in a month time IV had to replace break pads 3 x twice pads had actually broke .what is happening  just on one side

Those brakes most be getting hot and smoking. Replace caliper and rubber brake line, that’s where I’d start.

No, only if the brake line is disconnected which isn't needed for a pad change.

It does sound like a seized caliper or one that is not releasing.
