Safest way to clean these rims?

Polished finish just regular car wash soap and water and dry throughly.

Chrome finish use Windex and wipe off with microfiber towel(s).  I kid you not, it  works dang good.

Could also try Turtle Wax All Wheel and Tire Cleaner.  Cheapo Repo at Wally World.

Can I use any type of polishes on the polished finish?

Mother's, Blue Magic, etc... they all seem to work the same elbow grease wise.

Be careful. That is a chromed plastic wheel cover. Known as chrome clad wheels. The wheel is aluminum with a  plastic cover that has been chromed. Local tire shop chipped the chrome on my new wheels when replacing valve stems.

I’m not sure it’s plastic at all. They’re solid metal with no plastic cap on them at all

I just checked my trucks window sticker from when I ordered it and they’re polished aluminum wheels.. does this still fall under that category?

My gmc has the “premium plus wheels” they are high dollar from dealer but are chromed plastic cover.

Easy way to tell is look for a lip on outside of wheel where you see 2 surfaces.

If by any chance, you live in Canada, ZOOM cleaner is a very effective solution.

One cleaner easily does the wheels & also the whole vehicle, without the need for expensive specialty cleaners. Brake dust & road grime just comes right off with very little effort.
