It's an option.  It says right in the article.

 

You can select it during your build online.

So does a full optioned out AT4 now sticker @ around 69k ? ( US prices)

All terrain tires are standard now on 18 inch wheels

The Standard AT4 package consists of a factory 2" lift, Wrangler Duratrac tires and 5.3L engine.

The $4,940 Off Road performance package upgrades you to the 6.2L with a Cold Air Intake, and gives you a performance exhaust as well as Goodyear Mud Terrain tires.
