Adding a AC Delco Trailler Braker Controller

I have a 2019 Chevy 1500 LT Crew Cab.  The truck has the everything, but the brake controller for towing.  I removed the faux plate on the dash and the brake-controller wire is there. However it does not have power going to it, 12 Volts. Is there a missing fuse in the block under the hood, or will I have to run power directly to the battery?

Everything I have read says it cannot be done. Dealer told me the motor would need to be lifted to do it. If you figure it out please let me know.
