Headlight out, good bulb- jumping speedometer

Hello all, so I just purchased a 2018 3500 Silverado ltz duramax with 44k miles. Got home and noticed the  driver headlight was out. No big deal right?  Went and got a new bulb to find the factory one was still good. Tried new bulb with no results. Truck is all stock btw. I’ve even noticed when the truck is off and I open the door the speedo with bounce really fast up to about 10mph for 2 seconds, rapidly. Been doing some research and can’t find much other than a possible BCM? The headlight fuse looks good. Any ideas?.

Found out it was a bad under hood fuse block. FYI
