Did you add the washers to the bottom to bracket bolts, my truck has the same issue and it drives me nuts!!!!

Your bumper does not appear to be aligned properly. When I bought by 2019 Silverado as a CPO, the right side looked similar to yours, and the left was correct. There should be an even and consistent gap between the fender indention and the bumper. For mine, the  body shop was able to easily re-align it.

Late to the party, but had this exact same issue. I fixed it myself in 15 minutes. Loosen all 8 bumper bolts, adjust, and while holding in place, retighten. I tightened the outermost two first, then the two center ones behind the license plate, then the the 4 center/main ones. It's 13mm and 19mm bolts/nuts i believe. Hope this helps. God bless.
