Did you turn the key on?

 

It's not going to open if the electrical system is off.

Actually no lol i just went out now and turn ignition to on position and my friend checked and told me the plate barely moved a bit not opening all the way

Key on engine off and it should open a little bit.

 

If you press the pedal down with the key on it should open more than that.

That video ive sent is when key is on and pedal down the plate barley moved as you can see on the vid.

TB make click sound when pressing pedal down open a little key on engine off is that normal or it supposed to open all the way when pedal is down?

Should easily go past 3500 RPM. It should easily rev to redline in drive. If it's still ONLY 3500 RPM, something is still amiss.

Did the new throttle body include a new throttle position sensor?  What about the gas pedal relay I wonder if something there could be causing this?

Yes it does have sensor i did not check that mechanic told me that my throttle is failing he recommended replacing it where is the location of the relay pedal?

I'm not entirely sure, but there has to be something connected to the gas pedal that sends the signal to the throttle body I'd imagine?  So start looking around the gas pedal...

I have the same truck with the same engine. I bought Hypertech MaxEnergy 2.0. With this device you can program your throttle response time. When and how to shift etc. It's possible that the previous owner did some chip tuning, or programming. I think that the throttle response is controlled from the ECU. Save your money and don't buy new parts.
