Dash Cam

What is the best dash cam for security and liability protection? Easy for permanent install and possibly rear facing secondary camera. Talk amongst yourselves.

The one you can get through GM Accessories, imo.  Iirc, it's the Thinkware F800.  I have everything on your list checked off.  You can have it upload to a cloud, are download videos to your phone via wifi.  It's also plugged into your vehicle computer, so it gives you your speed, etc.  I also get audible alerts for school zones, traffic cameras, and when I'm too close to the vehicle ahead of me (I'm in SoCal, so this one goes off a lot because that's the normal way to drive out here).
