So does anybody know how hard this would be to repair or how much about it would cost me to have it fixed? I can weld but ive never attempted any body work im thinking the painting would be the issue because i dont have the equipment to color match and match the sheen of the clear coat

A GM body shop will replace the whole bedside skin.  Break the spot welds, remove the panel, clean up the interior around the wheel well and weld in a new skin and paint to match.

I bet it would be $1,500-2,000 per side at a body shop. The skins alone are like over $500 each.

Very few shops would cut out the metal and weld in new metal, so that is why the price is so high.

Your other option is you buy a used bed and then sell your old bed to cover some of the costs. A really nice used bed around here is $1,500-2,000.
