2019 express cargo, windshield washer not working.

I didn't find anything helpful using the search function. I just bought a 2019 express cargo van, and have found out the windshield washer function does not work. With the ignition on and operating the spray function on the MFS there is no sound from the pump. Fuse in spot 14 of the engine compartment fuse box is good. There is no power to the fuse location, with the ignition on. Does the spray function have to be used in order for power to flow to this point, or should it have power with only the ignition on? Everything else on the MFS seems to be working. Where should I look next?  I realize this forum section is for 96-2018, but I'm hoping someone can help Thank you!
