Top tether hardware pkg TSB?

Has anyone with a '99 Silverado had the TSB for installing the child seat Top Tether Hardware Package # 99-09-40-004. I had it done to mine, but it wasn't what I expected. All it was was mounting another seatbelt anchor under the back seat. I had my choice of which seat, so I choose the center seat. The guy at the dealer mentioned that it was the first one they did and the anchor was the only thing that came with the kit. It looks just like the other anchors that the rear seat belts are hooked to. I've got no idea how your suppose to use it. I've seen on the newer Silverados some type of strap or something near the top part of the rear seats. The only ones I've seen are at the dealer, so I've only seen them throught the back glass. The strap thingy is what I was expecting. Can someone post a pic of the strap behind the rear seat? If anyone else has had this done to a '99, I would be interested in what was done to yours.
