Refrigerant Additive?

I'm an auto technician in canada with my refrigeration handling certificate, and i have a question about some enviromental policies in the states. My girlfriend works at the local walmart, and some guy from texas came to her looking for "air conditioning additive". Knowing what i know about the goods and bads about regfrigeration... adding anything other than refrigerant to your a/c system is just unethical. That and its illegal in canada to touch an A/C system unless you have a certification to do so. Are there any "additives" in the US that i've never heard of?(other than sealers which are just wrong, and RedTEC... I have used redTEC to charge a system once, and it performs better than r-134a... and even better than r-12)

I'm guessing that he probably meant a can of the 134a that you use to recharge a system that is low.
