Running Rich?! Need Help!

So my 4.3 got a tune done, and now I noticed that my exaust has a bunch of black soot in it. Everyone so far tells me this is a sign of it running rich, is this true? Also how do I fix this? Would getting a CAI or a k&n drop in give enough air to lean it out? Its on about 6,000 miles, thanks!!

If infact your running rich send back your PCM and have them fix it. A cold air intake wont help since the MAF meters the air and the OEM is a cold ait system in the first place.
