I use westly's bleach-white with a stiff brush- makes them look brand new

That stuff is the best... AND it's cheap!

It makes old chalky rubber bed mats look brand new too.

Westly's bleach-white for me and a brush. Make sure to do the whole tire and not just the white lettering. This will make the whole tire look brand new.

VERY TRUE... you want to be careful to not get it on painted surfaces or at least to rinse quickly if you do.

I use that "purple power" degreaser / engine cleaner/ concrete cleaner you can buy it at autozone or walmart. I use it to clean my wheels , tires, under carraige, chrome bumpers, but try not to get it on the paint. Its very cheap, like 5 or 6 bucks for a gallon. But be careful, its corrosive. Either dont get it on your skin, or use gloves. If not prolonged exposeure will irritte your skin. I usually cut it with water so it not as potent and wash my wheels and bumpers with it , then spray it full strength on the tires then go over it with a stiff brush. Then spray off with the hose and they look brand new.
