12v At 7pin

I've looked at the other trailer wiring/fuse posts with the search function but with a fuse in the stud #2 location I have no juice on the 12v feed at the 7 pin connector (which is what I would expect since that fuse is supposed to be the trailer brake controller). I swapped that stud #2 fuse over to stud #1 to see if that would give me power at the 7pin and still no power. My understanding is that 12v should be constant even with the key off, so that is how I've done my checks so far.

 

2004 2500HD 6.0L gas

 

Any ideas of what to check next?

Don't know where you live, but if you live in an area that uses a lot of salt in the winter, it's not uncommon for the trailer harness connector to crap out.

I've already had to replace mine last year and so did my friend in his Silverado.

Can I do this with the dual battery option. The included brake controller harness instructions say NOT to use the fuse in Stud #1, but I have no juice going to the 7 pin constant 12 volt feed.
