Cant Scan For Codes,its Not The Lighter Fues

Ok so like it says in the title I have a 97 k3500 with the 454 and I can not scan for codes.It was loading up on so much fuel a back fire blew out the doughnut gasket and cracked the manifold I just replaced.Fuel was actually dripping out of those 2 places to the point I could put a bucket on the ground to catch it.After doing this a few times I parked the truck for a few weeks and now it seems to idle fine but I dont dare drive it.I need to scan to figure outs whats wrong but I get no power to my scanner.The scanner is not broken.My lighter fuse is fine and works fine.

With a test light I am not getting power to the bottom right pin ( orange wire )where it should be but I am getting power to the top right pin ( black wire )which is suppose to be a ground.The top left terminal ( purple wire ) is flashing when I put a test light on it.

 

Does anyone have any advice?Thanks
