Help Please. Serp Belt Making Loud Squeeling Sound

I have a 1988 GMC 1500 with a 350 (No Air but with power steering). When i got the truck the guy put on a new auto tensioner as the other one was shot. Well when the truck first started cold it would squeel till warm. I figured it was the belt so i replace the belt with a new one from NAPA and at first it stopped squueling but after another hour it was back and now always there even when warm.

 

I looked at the tension and realized the marking aren't lining up and there's not enough tension on it but it's the right belt as the next shortest one won't fit.. I put a wrench on the pulley of the auto tensioner and push it down while running to put more tension on it and the squeeling goes away. So i'm thinking it's the tensioner shot but it's fairly new! Could it be anything else or can i do anything to fix it besided buying a new one??

 

Please help someone.
