4wd Problems

my 1999 chevy silverado 4wd does not seem to have full power at front wheels.i can drive around normal with plow on and seems fine. but to push banks or where i really need 4wd drive only rear tires have power. i know it must be working some what because i can plow some and make it out my uphill driveway.but i did notice tonite i could not back all the way out without stopping and plowing down and then going back up and that has never been the case with this amount of snow.is there a clutch pack in the tranfercase that could cause this ? there is no noise or clunking everything passes the look test.transfercase motor is new would not go into 4lo before but now does. dont seem to have full power at front wheels in 4lo or 4hi. changed transfercase fluid anf it was brownish and smelled burnt.not blue like auto trak 2. thanks for any help.
