Obd 2 Scan Problem.

Hey everyone, I recently purchased a 96 GMS topkick dump body. I am having a problem with the transmission so I finally broke down and got a code reader. The problem is it is not connecting to the reader for some reason. The code reader is a Innova 3100e which should support all codes 96 and up. I know the obvious answer is that the fuse may have blow. However I check pin 16 with a small light bulb and 2 wires I pushed 1 wire in pin 16 and the other to the door hinge. The light bulb powered own so I am assuming the the DLC has power to it. Anything else I should check for Maybe I should run the other negative to the ground pin maybe it is getting a bad ground.

Ok I checked the I plugged into pin 4 and pin 16 to a light bulb and it lit but to no surprise it blew the fuse. Would it possible that the scanner is just not equipped to read that model?
