Passenber axle snap ring

When replacing the axle into the tube there are two washers. One has tabs on it so I know how it goes in but the other is just flat round. This should go on next to the tabbed washer before the snap ring so the snap ring won't let the axle slide out correct? Or does it go on after the ring towards the differential side?
