Contaminated windshield washer reservoir

I could be a way off here but about that time and that year G.M. had heated window washer tanks. I heard they were a bust, caused fires or something so they recalled them, pulled them out and paid each owner a 100.00 or something. Maybe leftover from that program. Just a WAG.

The tanks weren't heated. The heating unit was separate. Alpha Therm. Many people installed the aftermarket unit and have had no problems whatsoever

If the truck has ever been in a wreck it could be the remains of an aftermarket replacement part that isn't up to par. This is the first I have ever seen/heard of this.

What comes to mind from looking at the pic is a botched leak repair of some kind. Tank had a leak and someone attempted to fix it by dumping undercoating or some other liquid rubber into the tank.

Thanks for the comments and ideas. The truck had 25,000 miles on it when I bought it and it was like new, no accidents, no damage. The reservoir had never been removed before I took it out, no leaks, it is like new. No heater element involved. The hoses are all down stream of the pump and plastic and no chance of inner layer rubber hose contamination, and again, this stuff was several square inches in area, black foam rubber. It appeared to be too big and bulky to have been shoved down the narrow throat of the filler neck. It may have been the remains of some kind of spray-on coating but it wasn't due to leaks. Still a mystery.
