The Constitution of the United States as well as the first 10 amendments known as the the bill of rights does not tell the government what they can do, it states specifically what they may not.

It does both. It grants certain powers to the federal government, but with many limits, especially the Bill of Rights.

 

Also, the Bill of Rights didn't limit state governments until a SCOTUS ruling stating it was so via the 14th amendment. - https://en.m.wikipedia.org/wiki/Incorporation_of_the_Bill_of_Rights
