soooooo is this the correct thing to cut for installing these arms?

Yes, although yours will have a small pad on top of it so you can't see the hole.

 

Some have elected not to cut these as they believe not having it there will cause damage to the strut. Personally, I cut mine. Bushleaguechew may be able to prove you more info on why some didn't cut, via PM.

Is that someone it talks about in the directions? Sorry, it's been awhile since I installed mine and I haven't had my coffee yet this morning.

 

I did have to chase the tapered hole in the steering knuckle with a marginally larger drill bit to fit the new pin through the bottom - as mentioned in the directions.
