I have a 2003 2500 Pickup with the standard steering wheel. Can I switch it for one with controls is all the wiring already in steering column just need to hook uo?

Nope, you need a different wiring harness going to the steering wheel, and you also need to get the I/P reflashed by the dealer to support DIC controls. It is non-trivial to find a dealer that will do it.

You can swap in steering wheel and column with controls. As said ip will need a re flash

  installed a set of OEM mirrors that had puddles and power folding with the goal of adding the options to a switch panel to control since the truck did not come with the features. after hooking everything up my head lights don not come on and interior lights are flashing along with hyper flash signal lights. I took the mirrors off and installed the factory ones and no fix. Disconnected battery and tried to rest the BCM with no luck. Along with the interlock solenoid clicking when I press the brake to put in gear. Truck runs and drives fine.
