2015 vs 2017 2500HD Towing Differences

When comparing the "Trailer Towing" sections of the 2015 Silverado 2500HD Duramax supplemental manual against the 2017 Silverado 2500HD Duramax supplemental manual, there are significant differences in what the 2015 max trailer weight is vs the 2017 max trailer weight.  For the "same" truck, i.e. the 2500HD 4WD Crew Cab Standard box with a 3.73 axle ratio, the 2015 max trailer weight is 17,100lbs (and CGWR of 24,500lbs) vs the 2017 max trailer weight of 13,500lbs (and CGWR of 25,300lbs).

 

Does anyone know what differences between these 2 "identical" trucks would result in the max trailer weight REDUCTION of 3,600lbs?  This makes no sense to me as the 2017 Duramax is the next generation Duramax with additional HP AND additional torque.  Thanks for any clues you can provide me.

All OEM's should be using the SAE method now.
