I’ve hard that you can’t shift the HD to 4 high on the fly. Is this true?

Do you have floor shift or electric knob shift?

Doesn't matter either way.  Both can be done on the fly.  Not sure where your info came from.

From the owners manual, floor shift:

Quote

4 hi (Four-Wheel Drive High)

Use this setting when extra traction is needed. The front axle engages and helps when driving on snowy or icy roads, when off-roading, or when plowing snow.

The vehicle can be shifted between 2 hi and 4 hi while the vehicle is moving. In extremely cold weather, it may be necessary to stop or slow the vehicle to shift into 4 hi.

And from the electronic shift section:

4 hi (Four-Wheel Drive High)

Use when extra traction is needed. The front axle engages and helps when driving on snowy or icy roads, when off-roading, or when plowing snow. The vehicle can be shifted from 2 hi to 4 hi while the vehicle is moving.

Tundra is the only truck I know of that can't be shifted at highway speeds. Not sure about the Tacoma.
