Needing the name of a part

I have a 99 GMC Sierra 1500 z71. My dash lights will flicker every bump I hit. I've located a module that clips into the dash frame behind the instrument cluster. It was pretty old as it crumbled when I touched it. I know this is the problem because of the metal contacts on the bottom need to be touching the dash frame. I zip tied it to the frame and it stopped for a little, but I assume it crumbled more because the cluster flickers more now. It has abs+PC on it, but I can't find a name for the module. Any help would be appreciated

Abs+pc is a type of plastic.

You probably found a ground strap that had a metal clip protected by plastic covering. Find someway to permanently bolt the wire to the frame using a compressing eye loop
