2500hd e brake lever seized / replacement, rotor rehab

Passenger side e brake on my 2007+ 2500hd silverado appears seized.    E brake cable spring compresses behind the backing plate and lever travels, but no expansion on the shoes.     Adjuster functions to spread the top, but nothing on the bottom 'actuator' side.

Any experience out there with this?     How is the 'actuator' which the e brake cable attaches to, replaced?

rotors a bit rusty.     What is minimum thickness should turning them down be tried rather than $$$$ at dealership?

This a classic 07 ( early) with Disc brakes over a top hat rotor with shoes for the E-brake?

It's a simple lever to spread the pads, probably either rusted or gummed up with brake dust & oil if the inner seal failed.

You probably will be able to work it free once you get it apart.

I would suggest replacing the brake pads and brake hardware (springs, clips for them) if you haven't replaced them recently.

You should be able to find one or more videos showing the guts of it, how it works, and how to replace the pads.

It's one of the earlIest new body style Silverados, 2007+, top hat rotor as you suggest, Formulabruce.    Disc brake on the 'brim' and e brake shoes in the interior.

Curious about the exact routine to remove the seized lever, via removing e brake shoes or .....    Some videos have you removing the axle to change the shoes, but that's unnecessary.

A video link would be great,    Couldn't find one..
