Torquing Rockers on LM7

I feel stupid for asking this question, so here goes...

I just removed my rockers from the passenger side of the block in order to get access to my lifters. Sprayed B12 Chemtool down the push rods and soaked over night hoping to help a partially collapsed lifter (dreaded lifter tick). My question is, do I have to rotate the intake and exhaust valves on proper stroke before re-torquing or can I just re-torque since I have NOT turned the crank yet?

Must start with cylinder 1 at TDC.

Important: The engine firing order is 1, 8, 7, 2, 6, 5, 4, 3. Cylinders 1, 3, 5 and 7 are the left bank. Cylinders 2, 4, 6 and 8 are the right bank.

Notice: Refer to Fastener Notice.

  1. Rotate the crankshaft until the number one piston is at top dead center (TDC) of the compression stroke. In this position, the number one cylinder rocker arms will be off lobe lift.
  2. With the engine in the number one firing position, tighten the following rocker arm bolts:
    Tighten
    • Tighten cylinders 1,2,7 and 8 exhaust valve rocker arm bolts to 30 Y (22 lb ft).
    • Tighten cylinders 1,3,4 and 5 intake valve rocker arm bolts to 30 Y (22 lb ft).
  3. Rotate the crankshaft 360 degrees.
  4. Tighten the following rocker arm bolts:
    Tighten
    • Tighten cylinders 3, 4, 5 and 6 exhaust valve rocker arm bolts to 30 Y (22 lb ft).
    • Tighten cylinders 2, 6, 7 and 8 intake valve rocker arm bolts to 30 Y (22 lb ft).

No such thing as a stupid question buddy.
You wont be able to get the proper torque applied unless you rotate the crank in this order: 
 

22 ft. lbs 

 

6. Notice: Refer to Fastener Notice in Service Precautions.

7. With the engine in the number one firing position, tighten the following valve rocker arm bolts:

 

o Tighten the cylinders 1, 2, 7 and 8 exhaust valve rocker arm bolts to 30 Nm (22 ft. lbs.) .

o Tighten the cylinders 1, 3, 4 and 5 intake valve rocker arm bolts to 30 Nm (22 ft. lbs.) .

 

8. Rotate the crankshaft 360 degrees.

9. Tighten the following valve rocker arm bolts:

 

o Tighten the cylinders 3, 4, 5 and 6 exhaust valve rocker arm bolts to 30 Nm (22 ft. lbs.) .

o Tighten the cylinders 2, 6, 7 and 8 intake valve rocker arm bolts to 30 Nm (22 ft. lbs.) .

 

10. Install the valve rocker arm cover

You just take ur Milwaukee 3/8 electric and hammer down then a small yeah boy at the end there and you’re all set!
Diesel fuel works Fantastic for lifter ticks. Took my 99 off road and turned it into a submarine on accident. Lifter tick appeared. Jar of diesel fuel later and it was a smooth operator.
