Tie downs???

Anyone used any of these anchor points w a bed rug? I know I will need to cut the rug but just curious if anyone has done it before. And whether I install anchors under bed rug and then cut slit for "ring" or go thru rug when installing and thus trapping rug underneath tiedown point.
