99 chevy silverado ls 1500 v8 vortec

My truck won't start sometimes and I've had it at two different mechanic shops and they both told me that it runs like a dream it cranks but wont start I replaced the fuel filter and the crack shaft position sensor the only code it throws is a evap code

perhaps describe what you mean by "won't start", and how often it happens (as it sounds like it would start at the mechanics shop).
