It would appear that you have a tank venting issue.  It's supposed to let air in and you use the fuel, and air out as you fill the tank.  Did you ever have issues filling the tank?  From the picture, that tank collapsed as the fuel was pumped out.  Either that or you hit something and caved the tank in.

Do you have a chassis cab truck?   That has to do with chassis cabs.

That bulletin does not apply to your truck, which is why GM is of no help.  #19-NA-277: Poor Fuel Transfer and/or Rear Fuel Tank Collapsed is for chassis cab trucks equipped with FUEL TANK-DUAL TANK, FRONT TANK 23.5 GAL (89L) REAR TANK 40 GAL (151L) (RPO N2N).  Regular pickups don't have that setup.  

 

 

What you might have going on is related to 20-NA-162: Information on Excessive Amounts of Dirt and Debris on Fuel Cap - (Aug 17, 2020)

20-NA-162: Information on Excessive Amounts of Dirt and Debris on Fuel Cap - (Aug 17, 2020)

Some customers may comment that excessive amounts of dirt and debris is building up on the fuel cap.

Important: This repair is a customer pay alteration. All work and payment, authorization must come from the customer.

This condition may be caused by excessive build up of dirt and debris on the fuel tank vent.

Note: Several different lengths of vent line will be needed to accommodate all the tank/frame options.

  1. Install a fuel line hose (1) to the vent and route down the side of the fuel tank strap.
  2. Install and hand tighten the hose clamp (2).
  3. Utilizing a tie strap (3), secure the hose to the fuel tank support strap mount.

Over time, this will plug and the venting of the tank will be through the fuel cap.

  1. When the desired length is reached, the end of the vent hose should be cut at approximately at a 45 degree angle to assist with drainage and blockage prevention due to dust.

Note: Cut to be positioned such that it is pointed rearward in vehicle.

 

 

 

If that one applies, its a customer pay deal.

@Robert V AndersonYUUPPP!!!!  This is for dual tank trucks, IE "REAR TANK."  You may want to see that this gets to a thread for those with dual tanks.
