What would I need to convert my base 7" radio to the 8" with car play and maps? Is it plug-and-play or do I need a whole cart of stuff?

Welcome to the forum. You will need 2 full carts of stuff and lots of money. It is not plug and play. Your truck is designed for a 7" radio period. Not sure but I believe your radio is the IOR on a 3500? There is one company that I have seen that offers an upgraded radio for $1500.00 or $2000.00. You will need to search for it if you have a lot of money. By the way the reviews I have seen about that upgrade are pretty bad. I have the 7" radio in my new Trail Boss and I would never attempt this update on my truck.

my 2020 rst came with the I0R and 8 inch screen, so maybe you can do the screen but thats about it. the upgrade Bikerjon suggested is https://infotainment.com/shop/interior-accessories/infotainment-radio-upgrades/2019-2022-silverado-sierra-ior-to-iou-gps-navigation-wireless-carplay-auto-upgrade/ but like he said it has many bad reviews, some people it works for but most have problems with this upgrade

Depends.  What year truck and what kind do you have?

 

If you have a 2019 3500HD Duramax per the info under your username, those are the IOB radio and there is no path to install an IO5 or IO6 radio in a truck that came with IOB.
