Front bump stop again

I know this has been talked about but I could not find much with the search. The bump stops on the front suspension of every '00, '01 1500 I have looked at are touching the bottom a-arm. This seem really dumb. Does anyone have an official explanation from GM as to why they would do this? I don't see how it could be right unless they are really soft or progressive.
