Is it stuck at the hub or is it being kept on by the old shoes?

If it doesn't budge at the hub, take a bigger hammer to it! (spray penetrating lube around the lugs and hub) Bang on it in several different places around the edge and it should break loose.

If it moves a little but won't come completely off, the old shoes are holding it., You'll probably have to adjust them in enough to clear. If the shoes have worn it so much that there is a lip on the outside edge, I see new drums in your future.

If you use spray lube to get it off usie some brake clean to clean off any lube on the lug studs before reassembly.

Most GM drums have two threaded holes for a 1/4" bolt. Find what size thread you need, install the two bolts, and turn the two bolts in. This will remove the drum. Sort of like a harmonic balancer puller.
