Most likely. My 2000 Silverado 1500 had the same problem. I replaced the clutch, which BTW is a pain in the #$%. Especially since I live in Wisconsin. Ummmm Rust!!!

Hmmm. I just adjusted my 99 truck's clutch and it was cake. It it's making heat and slipping or not engaging, it could just need an adjustment.

it dosent make any noise when it is engaged just when it is disengaged. If you watch it while the engine is running it will veary slowly move around like less than 1 rpm

Sounds like it's dragging. For whatever reason, the clutch may not have enough gap to keep it from dragging. It could be damaged from something or someone messing with it or it could be just a broken part in the clutch or just out of adjustment.
