2004 Silverado Electrical Hvac Fan Problem

I have a 2004 Silverado 4X4 ECSB with a 5.3. With the truck turned off, keys out the HVAC fan motor still runs. It runs with the dashboard switch in any position 0-5. It also runs with the fuses pulled from the dashboard fuse box. When the truck is running it blows the same speed in any of the speed setting position. I pulled the relay under the hood and the fan stopped. How could the fan get power with the truck turned off and keys out of the ignition? I will replace the relay and go from there. Can it be the fan switch on the dash board, or the ignition switch?

It is the resistor pack module under the dash on the ducts. This module controls the fan

 

I was wondering about that. I'll give it a go, and post the results. Thanks for pointing me in the right direction.
