Low Fuel Pump Voltage

I have a 97 K1500 with a 5.7 I replaced the fuel pump about 3 weeks ago. The new fuel pump went out. I only have 8.5 VDC at the fuel pump plug. I have 12 VDC at the relay under the hood. I traced the hot wire from the plug to a plug under the power brake booster. I unplugged the plug and measured the voltage. It only has 8.5 VDC at this plug as well. It looks like this wire goes into the firewall to the box under the dash not the fuse box on the side of the dash. My question is: Is this voltage normal? Would running the pump with this voltage cause the pump to go bad? Why is my voltage low if this is not normal? What should I do? Any help would be very appreciated. I'm down to 1 vehical and having to miss work to pick up my daughter. Please help

Please reply to my post someone give me at least an opinion if this voltage is normal and if this voltage will cause the fuel pump to go out after 3 weeks?
