when the seat is down it does not latch. The seat is designed to latch only when it is in the up position. how to fix it...

Please give us some details of your vehicle, year, make, model. I'm not entirely certain I understand your problem. Could you restate or even possible post of pic?

my bench seat in the back of my Crew cab if you take the bottom seat and pull it up and push it forward as far as you can will cause the back of the seat to unlatch and you can then fold it down to the floor it takes a little muscle sometimes and you might have to move the front seats forward a bit
