Filling the tank the pump keeps stopping.

I've noticed every time I fill this truck I have to hold the nozzle a bit out of the fuel tank till it gets to 3-4 gallons or soon as i step aside it goes *THUD* and stops the pump.

 

Im thinking maybe they didnt drill the vents big enough at the opening to the tank?

 

any one else have this issue?
