I think they are but I'm not sure. I'm also looking for this answer though, mine got these scratches and I want to polish them up but I'm not sure how to go about it.

Yes, they are clearcoated, with gray paint + clear on the back side. That's why I bought a set for winter driving, because the salted roads can ruin a set of chromies in a year or two.

 

Are these the wheels?

If the scratches are just surface scratches, you can use any good car polish to get them out. Such as Meguiars 105 heavy cut or 205 fine cut.

 

If you can feel the scratches with your fingernail, you can still try Meg's 105, but they may not come out.

what about curbing scratches and nicks on the outer edge of these wheels.. how to repair? grinder? wet sand? polish?

Curbing is a different thing altogether. There are shops that do wheel curb rash repair, but I don't know the process they use.
